Under a federal rule passed by in 2005, all trains are required to sound their horns at every street and highway crossing unless it’s a quiet zone.

The same rule states that quiet zones at about 2,000 of the United States’ 147,000 public rail crossings have been created by state or local law, according to USA Today. “What people fail to realize is that even if you have a quiet zone, there could still be some whistles blowing,” One source says says. “These zones have their good points and bad points.”
